On the face of it, incorporating a blade design that increases airflow would seem to be counterproductive, as one might think that this would also increase the amount of air turbulence and hence noise levels. However, it would seem that wind noise has more to do with the frequency of disturbance caused at higher rotational speeds, than it does the volume of air being moved. Thus, by increasing the airflow at slower speeds a fan can be made both effective and quiet. The Noctua range of quiet fans stand testament to this fact.
