NH-L9i
We can see from the test results that the Noctua NH-L9i was 12°c cooler than the Intel stock cooler. During testing we also monitored the noise levels and even with the NH-L9i fan running 400rpm more than the Intel stock cooler at 2500rpm the audible noise levels were adequate, this make perfect sense if you’re building a small factor PC with silence in-mind and overall better temperatures, then ditching the Intel stock cooler makes sense.
"[F]or those whose budget isn’t a concern and who want a better performing heat sink than the Intel or AMD stock cooler then the Noctua NH-L9i has just what you’ll need to make your mini-ITX PC quiet and cool." (Mark Robinson, SkratchwizPC.com)
