NH-C12P
Just like the Noctua NH-U12P, the NH-C12P is very quiet, even when running at full speed (1300-1500 RPM). Thanks to the provided fan adapters you can slow the can all the way down to 900-950 RPM which makes this a great choice for a HTPC computer or in applications where you want to eliminate as much noise as possible. Both the NH-U12P and the NH-C12P use the same fan, so the results are not surprising at all, and once again I'll mention that even at full speeds, this is still a very quiet CPU Cooler.
"The Noctua NH-C12P is really a unique cooler, and while it's not a low-profile cooler, I'd classify it more as a mid-profile cooler, and I could see it being a perfect fit into some mid-tower cases where a big heatpipe tower cooler might not be able to fit. [...] If you're in the market for a high-quality cooler that is virtually silent, you will want to take a look at the Noctua NH-C12P CPU Cooler." (Jason Schneider, BCCHardware.com)
