NH-C12P
At full speed (1300 RPM) the Noctua fan is whisper quiet, much quieter that the other dogs in this fight at similar RPMs, with the exception of the other Noctua offering as it uses the same fan. Cooling performance VS noise can be tailored by the individual user with the included U.L.N.A. adapters, but I wouldn't hesitate to use this cooler with the fan running at 1300 RPM, especially when overclocking. Good cooling with very little noise penalty seems to be the hallmark of Noctua coolers, as the NH-C12P demonstrates. [...] Performance wise, the NH-C12P is one of the best downdraft coolers available, and compares favorably with the better coolers on the market irrespective of design. [...] Noctua has an international reputation for providing high quality, high performance cooling products to the PC aftermarket. The NH-C12P easily lives up to the lofty expectations Noctua's customers have come to expect. Fit, finish and overall quality of this product are top-notch and I'm very impressed by the attention to detail shown in packaging, with each application getting its own bag and manual.
"As a reviewer, you don't get to use the words 'top performance' and 'quiet' in the same sentence, but in the case of the NH-C12P, I'll do it without qualification. If you're in the market for a high quality, high performance CPU cooler with superior acoustic performance, your search may well be over. Noctua's got your back." (Joe Anderson, TweakNews.net)
